In Higashi-Ikebukuro, Toshima City — just a short walk from the east exit of Ikebukuro Station — Owl Tower rose to completion in January 2011. At 52 stories and 182.8 meters, the building stands as one of the tallest residential towers in the Ikebukuro area. Before this redevelopment, the site was a densely packed neighborhood of subdivided lots and aging wooden houses, unable to capitalize on its highly convenient location near the station.

The initiative traces back to 1992, when residents formed a study group at the urging of Toshima City. After years of planning, the project was adopted as a UR-administered district redevelopment scheme. Construction began in February 2008, and the tower was handed over in January 2011, with Taisei Corporation handling the construction.

A Chapter in Ikebukuro East’s Ongoing Rise

Owl Tower did not emerge in isolation. In the same Higashi-Ikebukuro 4-chome precinct, the “Rise City Ikebukuro” project — including Air Rise Tower — had already been completed in 2006. Owl Tower represents a continuation of that high-rise momentum, adding another significant tower to a district undergoing methodical transformation.

Looking further ahead, the former Japan Mint site in nearby Higashi-Ikebukuro 1-chome is slated for a major mixed-use redevelopment expected to complete around 2028.
