Tokyo Gaikan Expressway

An expressway ringing Tokyo roughly 15 kilometres from the centre. One of the metropolitan area's three ring roads, planned at about 85 kilometres in all, its eastern arc was completed in 2018 with the Misato-minami to Koya section, joining the Kan-etsu, Tohoku, Joban, and Keiyo/Higashi-Kanto radial expressways without passing through the centre. The western Tomei-to-Kan-etsu section is still under construction.

Circling Tokyo Without Crossing the Centre

The Tokyo Gaikan Expressway — the “Gaikan” — is an expressway that rings Tokyo roughly 15 kilometres out from the centre. The metropolitan area is planned with three ring roads spreading outward: the Shuto Central Circular Route (C2), the Gaikan, and the Ken-O Expressway. The Gaikan sits in the middle, a grand ring of about 85 kilometres in its full plan.

The road’s mission is to tie together, laterally and without routing through the centre, the various expressways that converge radially on Tokyo. If vehicles arriving from the regions can reach their destinations without being caught in central congestion, the load on the Shuto Expressway falls sharply. A ring road works as a “bypass ring” that reduces the central crossing which radial routes alone cannot avoid.

2018: The Eastern Arc Completed

A major milestone came on 2 June 2018. That day, the roughly 15.5-kilometre section between the Misato-minami interchange and the Koya junction opened, joining the eastern side of the Gaikan into one. This connected four radial expressways — the Higashi-Kanto, Joban, Tohoku, and Kan-etsu — to one another without passing through the centre. The bay area of Chiba and the northern Kanto region became reachable while avoiding central congestion, and travel times fell markedly.

Meanwhile, the western arc of the ring — from the Tomei Expressway to the Kan-etsu (the Chuo junction to the Oizumi junction) — remains under construction as a difficult stretch using deep-underground tunnelling. Closing the ring entirely will still take time, but the eastern completion alone is steadily changing how traffic flows across the metropolitan area.
