Bunkyo Civic Center
A 28-story, 142-meter public tower completed in 1994 that houses Bunkyo City Hall. Designed by Nikken Sekkei, it concentrated ward-office functions into a high-rise and topped them with a free observation lounge on the 25th floor, open to all.
