The First 200-Meter Residential Tower in Japan

Step off the train at Bentencho Station — where the JR Osaka Loop Line and the Osaka Metro Chuo Line intersect — and a slender tower climbs into view. That is Cross Tower Osaka Bay. Standing 54 floors above ground with two basement levels and a height of approximately 200 meters, it became Japan’s first condominium tower to exceed 200 meters when it was completed in August 2006. The building occupies a site at 1-3-13 Benten, Minato Ward, Osaka, with views of Osaka Bay to the south and the Umeda skyline to the north.

Bentencho has historically been a waterfront industrial district. Over the second half of the twentieth century, the area gradually shifted toward residential and commercial uses under Osaka’s urban planning policy. Cross Tower Osaka Bay arrived as a vertical landmark announcing that transition — a 200-meter column planted in a neighborhood of low-rise streets and reclaimed land.

A Joint Venture That Made Bay-Area Living Tangible

The project was developed jointly by Orix Real Estate, Mitsui Fudosan, and Hankyu Real Estate. Kajima Corporation handled construction, employing its super RC frame method to raise the 54-story structure. The tower contains 456 units in total.

The record for Japan’s tallest residential tower set at completion has since been surpassed, yet the building’s significance lies in its location. Osaka’s high-rise residential stock has long been concentrated in Umeda, Chuo Ward, and Tennoji; placing a 200-meter tower in Minato Ward — a port-facing industrial district far from that cluster — demonstrated that the bay-side areas of Osaka had genuine residential potential. Large-scale developments elsewhere on the Osaka waterfront, from Rinku Town to Sakishima, have generally focused on business, MICE, or commercial use. Cross Tower Osaka Bay offered a concrete answer to what living on the bay could look like.

Walking the low-rise streets around the tower today, the contrast between its height and the surrounding cityscape is striking. The harbor atmosphere, the traces of the industrial past, and the open views toward Osaka Bay combine to give this stretch of Minato Ward a character unlike any of the city’s better-known high-rise districts.
