Fumihiko Maki’s Civic Tower by the Port

Five minutes on foot from Kannai Station (JR Negishi Line and Yokohama Municipal Subway Blue Line), Yokohama’s new city hall rises 32 stories and approximately 155 meters above Naka-ku. The building was completed on January 31, 2020 and opened for business on June 29, 2020. Yokohama City delivered the project through a design-build contract awarded to the Takenaka Corporation and Nishimatsu Construction joint venture, with Fumihiko Maki of Maki and Associates serving as design supervisor. The total floor area exceeds 143,450 square meters.

The previous city hall, which had stood near Kannai Station since the postwar era, was aging and had scattered administrative functions across multiple buildings. The new hall consolidates those functions into a single high-rise, and its location — on the slope overlooking Yokohama Port — gives it a commanding presence over the Kannai and Kanko waterfront districts.

A Pritzker Laureate’s Civic Statement

Fumihiko Maki won the Pritzker Prize in 1993 and is among the most internationally recognized Japanese architects of the twentieth century. In Yokohama, he is also known for his involvement in the Makuhari Messe complex and the National Art Center Tokyo. The city hall exterior combines vertical glass curtain walls with white aluminum panels, creating a façade that is quiet and civic rather than corporate or monumental — a quality that suits a building meant to serve rather than dominate.

Lower floors hold public service windows and citizen-accessible areas. The project is closely tied to the Kannai Renovation, Yokohama’s broader plan to revitalize the older urban core south of Minato Mirai, leveraging the new city hall as an anchor for surrounding public-private redevelopment.

Summary

Yokohama City Hall, completed in 2020, stands 32 floors and approximately 155 meters in Naka-ku, Yokohama. Supervised by Fumihiko Maki, it is both a functional civic center and a confident piece of public architecture on one of Japan’s most storied waterfronts. Walking from Kannai toward the port, the tower’s glass skin catches the light off Yokohama Bay — a quiet landmark for a city that has always built at the water’s edge.
