A Tower on the Reclaimed Shore of Shibaura

Granpark Tower stands in Shibaura 3-chome, Minato City, on the east side of Tamachi Station toward the waterfront. Completed in 1996, the 34-story, basement 4-floor office tower rises 151 meters above what was once industrial and warehouse land on Tokyo Bay’s reclaimed shore. NTT Urban Development — the real estate arm of the NTT Group — built and long occupied the building as its headquarters.

The Shibaura district began transitioning from industrial use to office and residential functions in the 1980s. When Granpark Tower was completed in the mid-1990s, the east side of Tamachi Station was only beginning to attract serious business development. NTT Urban Development’s decision to anchor its headquarters here reflected an early confidence in the area’s potential — one that subsequent decades would validate.

The building sits within the Granpark mixed-use precinct, which combines offices and commercial facilities along the canal-side streets of Shibaura. A walk from Tamachi Station along the water — seven to ten minutes on foot — brings the tower into view across the canal, framed by the low-rise waterfront landscape that still survives in parts of this area.

Shibaura’s Continued Transformation

The Tamachi–Shibaura corridor has continued to evolve. msb Tamachi (Tamachi Station Tower), completed in 2018 on a former rail yard site, reshaped the area around the station’s west exit. Further south, the Takanawa Gateway City project has opened a new district around a brand-new station. At Hamamatsucho, the World Trade Center is being rebuilt as a taller tower.

Granpark Tower predates all of these by a generation. Yet in 1996, the arrival of a 151-meter tower in Shibaura announced a new chapter for the southern waterfront before the rest of the world caught up. The Granpark precinct name has survived to the present day, a sign that this block remains a reference point for the neighborhood it helped define.
