An Office Complex Born on a Former Police Campus

In Nakano 4-chome, Tokyo, two office towers were completed in 2012 on the broad site that had once housed the National Police Agency’s Police University. The complex is known collectively as Nakano Central Park, comprising the South Tower — 22 floors above ground, one basement level, and a height of 99.95 meters — and the smaller East Tower at 10 stories and 50.60 meters. The joint development was carried out by Tokyo Tatemono, Kajima Corporation, Shoei, Nippon Tochitatemono, and Toda Corporation, and it serves as the operational core of the large-scale urban redevelopment program known as Nakano Shiki no Machi (Four Seasons City).

The South Tower, designed by Kajima Design, has a total floor area of approximately 151,500 square meters. The East Tower was designed by Toda Corporation’s in-house studio. Together, the two buildings account for more than 190,000 square meters of combined floor area — making the complex one of the largest office concentrations in the Nakano area. Immediately to the north, Nakano Shiki no Mori Park covers approximately three hectares, pairing large-scale office space with open parkland in a way that is rarely achieved this close to a busy commuter hub.

A 16.8-Hectare Opening in the City Fabric

The Police University’s relocation to Fuchu City in 2001 left an unusually large gap — roughly 16.8 hectares — just minutes’ walk from Nakano Station. The Nakano Ward and the Tokyo Metropolitan Government worked with landowners over many years to design a development framework that would weave office buildings, housing, retail, civic facilities, and parkland into a coherent district rather than simply filling the land with a single use.

Nakano Central Park occupies the central axis of that district. Its position gives it both the convenience of direct access from Nakano Station’s north exit and the rare quality of being directly adjacent to a major green space. Walking through the redeveloped area today, the contrast with the walled-off campus that once stood here is palpable. The district was assembled in stages, with residential towers and commercial uses added over time, ultimately creating a compact neighborhood where work, living, and recreation sit within a few hundred meters of each other.
