A large-scale waterfront residential district built on the former IHI (Ishikawajima-Harima Heavy Industries) Tokyo factory site in Tsukuda, Chuo City. Construction began in 1986 and the first residents arrived in 1989; the district was completed around 2010 — a pioneer of Tokyo's waterfront tower housing.

From Shipyard to Waterfront Skyline

In Tsukuda, Chuo City, close to the mouth of the Sumida River where it meets Tokyo Bay, a cluster of towers now stands where Ishikawajima-Harima Heavy Industries (IHI) once ran its Tokyo factory. The sprawling manufacturing site — long a hub for shipbuilding and heavy machinery — ceased operations and relocated in the early 1980s, leaving behind a large waterfront tract immediately across the river from the historic canals and lanes of Tsukishima.

To develop this site, four organisations came together: Mitsui Fudosan, the Housing and Urban Development Corporation (later consolidated into the Urban Renaissance Agency), the Tokyo Metropolitan Government, and the Tokyo Metropolitan Housing Supply Corporation. The project broke ground in 1986 under the Special Urban Housing Comprehensive Improvement framework. The first residents moved into completed units as early as 1989, and phased construction continued over roughly two decades. By 2010, when the last office building in the district was completed, the full scheme had taken shape: seven high-rise towers, five mid-rise towers, and a range of cultural, commercial, and educational facilities — all on what had been industrial land.

Tokyo’s Waterfront Tower Pioneer

City Front Tower was the first major high-rise to be completed, in 1991, followed by Skylight Tower in 1993. Clusters of residential towers along Tokyo’s waterfront were still a novelty at the time, and these early completions announced a new chapter in how the city might develop its former industrial shoreline. The tallest and most prominent building in the district — Century Park Tower — was completed in March 1999. Standing 54 storeys above ground (three below) and reaching approximately 180 metres, with 756 homes, it became the centrepiece of the northern end of the development, facing the Sumida on two sides.

The project’s approach to the waterfront edge was equally considered. The riverbank was shaped with a gradual slope rather than a hard vertical wall, creating an accessible promenade where residents and visitors could reach the water. Ishikawajima Park and the older fabric of Tsukuda Island — its narrow lanes, a historic shrine, and traces of the Edo-period fishing community — were woven into the edges of the new district, giving the area a character distinct from the more uniform high-rise redevelopments that followed on Tokyo Bay. Total housing across the district reached approximately 2,500 homes.

From the 1986 groundbreaking through to the 2010 completion of its final building, seven high-rise and five mid-rise towers rose along the Sumida River, providing roughly 2,500 homes. The combination of high-density housing, a gently designed waterfront promenade, and integration with existing neighbourhood fabric set an early example for the waterfront developments that would follow across Tokyo Bay. Cross the Chuo Bridge from Tsukishima, walk the riverside promenade towards Tsukuda Island, and look back at the skyline: the towers tell one of Tokyo’s quieter but formative redevelopment stories.
