From Athletes’ Village to Residential Quarter

At Harumi 5-chome, Chuo City, Tokyo, an 18-hectare stretch of reclaimed land that housed athletes from around the world during the summer of 2021 has since become Harumi Flag — one of the largest residential conversions in Tokyo’s recent history. Approximately 5,632 homes now occupy the site, spread across mid-rise housing blocks and two soaring towers that redefine the skyline of the Harumi waterfront.

The main mid-rise buildings — grouped as Sun Village, Park Village, and Port Village — were completed in the 2019 fiscal year for use as the Olympic and Paralympic Athletes’ Village. After the Games, renovation work was carried out and residents began moving in from January 2024. The 14-to-18-storey blocks are arranged in a grid across the broad site, giving the area a new urban fabric visible from the water and from elevated vantage points throughout the bay.

The project’s defining vertical statement came in September 2025 with the opening of HARUMI FLAG SKY DUO — a twin tower of two 50-storey, one-basement-level buildings each reaching approximately 172 metres (maximum height 179.60 metres). Fitted with combined seismic isolation and damping systems, the slender towers are visible from Toyosu, Ariake, and across Tokyo Bay.

Ten Developers, One Conversion

The scale of the project demanded an equally exceptional development consortium. Ten major companies — Mitsui Fudosan Residential, Mitsubishi Estate Residence, Nomura Real Estate, Sumitomo Realty & Development, Tokyu Land, Tokyo Tatemono, Daiwa House Industry, Sumitomo Corporation, NTT Urban Development, and Nippon Steel Kowa Real Estate — joined forces to deliver what is, by most measures, the largest coordinated residential venture in modern Tokyo.

Mitsubishi Jisho Sekkei was responsible for the design of the SUN VILLAGE tower (the east tower of SKY DUO), while Nikken Housing System handled the PARK VILLAGE tower (west). Though designed by separate firms, the two towers work as a complementary pair in the skyline. The project sits within a formal urban redevelopment designation — the Harumi 5-chome West District Class 1 Urban Redevelopment Project — reflecting the scale of the public-private undertaking required to transform a purpose-built Olympic facility into a living neighbourhood.

Summary

Harumi Flag is the redevelopment of Tokyo’s 2020 Olympic and Paralympic Athletes’ Village into a permanent residential district. From the January 2024 occupation of the mid-rise blocks to the September 2025 opening of SKY DUO (50 storeys, approximately 172 metres), the phased completion brought around 5,632 homes to Harumi 5-chome. The waterside promenade, the boat landing, and the wide internal paths through the site offer the best way to read both the Olympic memory embedded in the buildings and the new neighbourhood that has grown up around them.
