A 48-Storey Tower on the Harumi Waterfront

At Harumi 2-2-42, Chuo City, Tokyo, Park Tower Harumi was completed in February 2019 on the reclaimed waterfront of Harumi, facing Tokyo Bay. The building stands 48 floors above ground with one basement level, reaching approximately 170 metres (maximum height 178.49 metres), and houses 1,076 units. Obayashi Corporation handled the basic design and construction, while the project was jointly sold by five companies led by Mitsui Fudosan Residential, alongside Kintetsu Real Estate, JX Real Estate, Nippon Steel Kowa Real Estate, and Sumitomo Corporation. The design architects were Jun Mitsui & Associates Inc. and Pelli Clarke & Partners Japan, who shaped the building’s curved facade — a form that reads against the open sky and water of the bay. The nearest station, Tsukishima (Tokyo Metro Yurakucho Line and Toei Oedo Line), is about a twelve-minute walk away. The site covers approximately 19,000 square metres, providing the generous ground-level area that makes the landscape ambitions of the project possible.

A Garden by Oriental Land and a Pioneering Structural System

Among the building’s distinctive features, the garden design stands out immediately. Oriental Land — the company that operates Tokyo Disneyland and Tokyo DisneySea — served as the concept designer for the exterior landscape, combining water features and planting across the broad site to create a garden that reads closer to a resort hotel grounds than a typical residential tower base. The developer’s stated concept of “a resort hotel surrounded by Tokyo Bay and waterscapes” is carried through in this landscape more directly than in most comparable projects.

The building is equally notable for its structural engineering. Park Tower Harumi employs a hybrid system that combines base isolation with a linked damping structure called the “DFS Hybrid,” a pairing reported to be the first of its kind applied to a residential high-rise in Japan. Base isolation at foundation level absorbs earthquake motion across the building, while linked damping devices in the upper floors provide an additional layer of vibration control. The combination of these two systems in a residential tower of approximately 170 metres was unprecedented in Japan at the time of completion.
