Two Towers at the Edge of the Bay
At Harumi 5-chome, Chuo City, two slender towers completed on 19 September 2025 brought the Harumi Flag residential district to its final form. SUN VILLAGE and PARK VILLAGE — the two components of HARUMI FLAG SKY DUO — each stand 50 storeys and one basement level, reaching a height of approximately 172 metres (maximum 179.60 metres). Together they contain 1,455 homes and serve as the defining vertical landmark of a district converted from the Tokyo 2020 Olympic and Paralympic Athletes’ Village.
The completion of SKY DUO marked the culmination of the broader Harumi Flag project, which now holds approximately 5,632 homes across 18 hectares of reclaimed waterfront land. Set at the tip of the Harumi peninsula with Tokyo Bay on three sides, the twin towers are visible from the Yurikamome line, from Toyosu Bridge, and from Harumi Bridge — their paired silhouettes a new fixed point on the bay skyline.
Hybrid Seismic Engineering and a Ten-Developer Consortium
SKY DUO’s structural system combines base isolation — absorbing seismic energy at the foundation — with additional vibration-control devices installed higher in the structure. This hybrid approach, suitable for the soft reclaimed land and the 50-storey height, reduces sway from both earthquakes and wind. SUN VILLAGE (the east tower) was designed by Mitsubishi Jisho Sekkei; PARK VILLAGE (the west tower) by Nikken Housing System. Independently designed, the two buildings were coordinated to stand as a complementary pair.
The project was delivered by a consortium of ten developers: Mitsui Fudosan Residential, Mitsubishi Estate Residence, Nomura Real Estate, Sumitomo Realty & Development, Sumitomo Corporation, Tokyu Land, Tokyo Tatemono, NTT Urban Development, Nippon Steel Kowa Real Estate, and Daiwa House Industry. Construction began in 2017 as part of the Athletes’ Village preparation, and the process of converting an Olympic facility into a permanent neighbourhood took approximately eight years to complete. The mid-rise blocks welcomed residents from January 2024; SKY DUO followed in September 2025, completing a new town of around 12,000 residents on one of Tokyo’s most unusual sites.
