Three Towers on the Ariake Horizon

In Ariake 2-chome, Koto City, Tokyo, three residential towers completed in July 2019 mark one of the most ambitious condominium developments on the bay. City Towers Tokyo Bay — developed by Sumitomo Realty & Development — consists of West Tower (32 storeys, approximately 114 metres), Central Tower (33 storeys), and East Tower (33 storeys), arranged in a near-straight row across the site. The monochrome façades, contrasting white and black panels, are clearly legible from the Yurikamome elevated rail line and from the waterside, giving the trio an unmistakable presence along the Ariake skyline.

All three towers employ seismic isolation systems, and each building is reportedly set at a slight angle to its neighbours to reduce sightline overlap between units. With 1,539 homes across the complex, completed and handed over between 2019 and February 2020, the project reflects both the ambition and the pace of the transformation that has reshaped this corner of the bay.

National Strategic Special Zone, Redefined Neighbourhood

The Ariake district — built on reclaimed land and long known for Tokyo Big Sight convention centre and its cluster of sports arenas — was designated a National Strategic Special Zone, with the aim of creating a mixed-use urban environment combining housing, commerce, medical services, and education. Ariake Garden, a large-scale complex bringing together a shopping mall, hotel accommodation, a natural hot-spring spa, and an event hall, opened on the same block as the towers in 2020, substantially improving the daily convenience of an area that had sometimes been described as short on amenity.

The 2020 Tokyo Olympic and Paralympic Games — held in 2021 — further transformed the district: Ariake Arena and other competition venues were completed nearby, and the area became widely known far beyond the city. City Towers Tokyo Bay, completed just before this wave of infrastructure arrived, now sits at the heart of a district remade more quickly than almost anywhere else in Tokyo. It stands alongside Harumi Flag, the converted Olympic Athletes’ Village, as a landmark of the rapid urbanisation of Tokyo Bay.
