Shibuya’s Other Redevelopment

A short walk from the scramble crossing, tucked into 1-chome Shibuya, SHIBUYA CAST. — known informally as Shibuya Cast — opened in April 2017. Developed by Tokyu Corporation and designed by Nihon Sekkei, the building rises 16 floors above ground and two below, to a height of approximately 66.97 metres. It combines retail space, share offices, and rental apartments in a single vertical stack.

The name nods to the idea of a “cast” in the theatrical sense: a mix of people — workers, residents, shoppers, makers — sharing a common stage. The building is not directly connected to Shibuya Station, and is deliberately positioned away from the interchange’s immediate footprint. Its scale and character are those of the city neighbourhood around it rather than of the mega-scale transit-oriented development that has defined much of Shibuya’s recent transformation.

A Different Scale of City-Making

Between 2012 and 2019, Shibuya gained Hikarie, a rebuilt station concourse, and eventually Scramble Square — each project enormous in scale, closely tied to the station, and shaped by the logic of the three railway operators whose lines converge there. Shibuya Cast operates on a different logic entirely.

The colonnaded perimeter at street level invites pedestrians to linger. The shared spaces on the intermediate floors — stairwells widened into informal gathering areas, terraces open to tenants of different floors — encourage the kind of unplanned encounter between a creative-office occupant and an apartment resident that large-scale commercial buildings rarely accommodate. It is the kind of place the word “urban vitality” is often used to describe but seldom actually produced.

Tokyu’s decision to develop a building of this character — smaller, programme-mixed, targeted at a creative-class tenant mix — in the same decade it was building enormous towers elsewhere in Shibuya reveals something about how the company thinks about sustaining a neighbourhood over time.
