Rising Above the Scramble
Step out at Shibuya Crossing and look up: a tower cuts straight into the sky. Shibuya Scramble Square opened in November 2019 as a joint development by Tokyu Corporation, East Japan Railway Company, and Tokyo Metro. Designed by Nikken Sekkei, it rises 47 floors above ground and seven below, to a height of approximately 230 meters, with a total floor area of some 181,000 square meters.
The building sits directly above Shibuya Station, accessible without stepping outside. Retail and dining fill the lower and middle floors; the 15th floor is home to SHIBUYA QWS, an innovation hub for startups and creative projects. At the very top, floors 45 through the rooftop open into the outdoor observation experience called SHIBUYA SKY — a nearly fully open-air platform offering 360-degree views of the Tokyo cityscape. It has drawn steady streams of visitors since the building opened.
The First Phase of an Ongoing Story
Shibuya Scramble Square is the first phase of a three-building development plan. The central and west blocks are scheduled for completion in 2027. The east tower completed in 2019 marks a turning point in the transformation of Shibuya Station — a redevelopment that required decades of coordination among the multiple railway operators whose lines converge here, in a bowl-shaped topography that makes large-scale construction exceptionally demanding.
When Shibuya Hikarie opened in 2012, it signaled the beginning of the district’s full-scale reinvention. This tower, seven years later, confirmed the ambition of that project and raised the skyline accordingly. With more to come, the area around the station remains a construction site and an evolving city district at the same time.
