Kamimeguro 1-chome, Meguro City, Tokyo. Right in front of Nakameguro Station — a neighborhood known for the cherry trees lining the Meguro River — a 45-story residential tower stands at a height of 164 meters. Nakameguro Atlas Tower was completed in 2009 as the product of the Kamimeguro 1-chome District Urban Redevelopment Project. Design was carried out by Nihon Sekkei; construction by a joint venture of Kajima Corporation, Toda Construction, and Sato Construction. Asahi Kasei Homes and the Urban Renaissance Agency (UR) participated as associate members of the redevelopment association.

The site had been a densely built neighborhood of narrow lanes and wooden structures. The rights holders numbered 259 in total — landowners, leaseholders, building owners, and tenants — spread across an area of approximately 1.4 hectares. Resolving this complex web of rights while improving the dense living environment was the starting point for the redevelopment association, which brought UR and Asahi Kasei Homes into the project to help build a high-rise tower at a station-front site.

A Redevelopment Led by Local Rights Holders

What distinguishes Nakameguro Atlas Tower from many tower mansion projects of the same era is that the initiative came from the rights holders themselves rather than from a developer. Of the 495 total units, 374 were acquired by those original rights holders — making this fundamentally a redevelopment built around the idea of staying in place. During the 2000s, when developer-driven tower mansion projects multiplied across Tokyo, the resident-led nature of this project set it apart.

At 45 stories above ground and 2 below, rising 164 meters into the sky, the tower creates a striking contrast with the low-rise streets of Nakameguro. Walking along the Meguro River, the tower appears beyond the cherry trees, rising vertically above the horizontal spread of the water.
