A Harbor Complex Where Theater Meets the Sea
WATERS Takeshiba stands at Kaigan 1-10-30, Minato City, Tokyo — a ten-minute walk west of Hamamatsucho Station along the edge of Takeshiba Pier. Completed in 2020, the complex was developed and designed by JR East and built by Shimizu Corporation. The main tower rises 26 floors above ground, two below, and reaches 109.86 meters — the tallest element of a three-building campus also comprising a theater wing and a marine wing, with a combined total floor area of 103,464 square meters.
The upper floors of the tower house a hotel and offices, while the lower levels open into restaurants and retail. Facing the bay, an outdoor terrace deck offers unobstructed views across Tokyo Port, with Tokyo Gate Bridge visible on clear days. Directly adjacent is the Takeshiba Passenger Terminal, where ferries bound for the Izu and Ogasawara islands depart year-round.
JR East’s Bet on Culture and the Waterfront
The defining ambition of WATERS Takeshiba was to place two dedicated theaters for Shiki Theatre Company at the heart of a commercial complex. The “Umi (Sea) Theater” and the “Haru (Spring) Theater” stand side by side in the theater wing. A seamless flow between the stage doors, the retail floors, and the bayside deck turns a theater visit into a full evening in the city. Shiki had previously been based in Shiodome and relocated to Takeshiba as part of this redevelopment, establishing one of the largest dedicated musical theater venues in the Tokyo metropolitan area.
The site had long been underused waterfront land owned by JR East, a legacy of the area’s port-warehouse past. Alongside WATERS Takeshiba, the nearby TOKYO PORTCITY TAKESHIBA, also completed in 2020, added another high-rise to the same stretch of coastline, marking a decisive shift in the character of the Takeshiba district.
Summary
Completed in 2020, WATERS Takeshiba rises 26 floors and 109.86 meters above Takeshiba Pier in Minato City. Developed and designed by JR East and built by Shimizu Corporation, it pairs an office-and-hotel tower with two dedicated Shiki Theatre Company venues. The project transformed a stretch of former waterfront warehouses into a lively cultural and commercial gateway to Tokyo Bay — a rewarding walk from Hamamatsucho Station.
