From Warehouse District to Mixed-Use Neighborhood

In the Kitashinagawa 5-chome district of Shinagawa Ward, just southwest of JR Osaki Station, the Phase-1 Urban Redevelopment of Kitashinagawa 5-chome was completed in 2015. Its residential component, Park City Osaki The Tower, rises 40 stories with two basement levels to approximately 141 meters, housing 734 units. Mitsui Fudosan Residential led the project as the core member of the Kitashinagawa 5-chome Redevelopment Association, with Nihon Sekkei as the architect and Nishimatsu Construction as the contractor.

The same redevelopment zone encompasses the 31-story Osaki Bright Tower office building (approximately 143 meters), the 20-story Osaki Bright Core, and the retail zone Olive Terrace—all forming an integrated mixed-use precinct. Osaki Bright Tower was completed in April 2015, followed by Park City Osaki The Tower in May, with the entire precinct opening fully in September 2015.

How a Factory District Became a Transit-Oriented Precinct

The area around Osaki Station has been developed as the “Osaki Sub-Center” since the 1990s, with projects such as ThinkPark Tower and Shinagawa Grand Commons proceeding on the station’s eastern side. The Kitashinagawa 5-chome district to the southwest was different—it had long been a cluster of small factories and warehouses. The urban redevelopment scheme consolidated multiple landholders through a rights-conversion process, unlocking space for large-scale office, retail, and residential use close to a station served by four JR lines.

The residential tower and the adjacent office tower are connected by a second-floor sky deck, a detail that reflects the mixed-use vision embedded in the project’s design. For Mitsui Fudosan, this development represented a significant deployment of the “Park City” brand inside the Yamanote Line loop. Walking the precinct, the interplay between the tall residential slab, office towers, and open commercial plazas reads as a coherent whole—evidence that the design aimed at a self-contained urban district rather than isolated buildings.
