A Tower Above the Slope
Climbing Koen-dori from Shibuya Station, the slope carries the street steadily upward until the hill levels off near the Udagawacho crossing. At that elevation, a 39-storey tower stands roughly 143 metres above ground: Park Court Shibuya The Tower, completed in 2020 at Udagawacho, Shibuya City. Developed by Mitsui Fudosan Residential and built by Tokyu Construction, the building contains around 505 homes above four basement levels.
Shibuya’s topography is unusually pronounced for a central-city neighbourhood. The station sits in a low bowl where several valleys converge; the surrounding residential streets climb steeply in every direction. Udagawacho is on the western ridge, already significantly higher than the station floor. A 39-storey tower planted at that elevation appears larger from the basin below than its floor count alone would suggest, and its upper floors command views across a wide arc of the metropolitan area.
Leasehold Land and a Ward Office Site
The tower occupies a leasehold site, supplied under a fixed-term land lease rather than sold in freehold. This arrangement is associated with sites that carry public or institutional histories — in this case, the precinct near the former Shibuya Ward Office and the surrounding civic facilities that were being reorganised during this period. A fixed-term leasehold allows large residential development on land with such a background while preserving certain conditions on the tenure.
Udagawacho is best known for its role in Shibuya’s music and fashion culture — Tower Records once stood nearby, and the neighbourhood remains dense with small venues and independent shops. The residential tower is an addition to a block that has always mixed uses; its height simply makes it visible from much further away. Walking up Koen-dori, turning to look back at the basin, and then facing the tower again from the ridge makes the topographic drama of this part of Shibuya immediate.
Summary
Park Court Shibuya The Tower was completed in 2020 at Udagawacho, Shibuya City, rising to approximately 143 metres across 39 storeys above four basement levels. Developed by Mitsui Fudosan Residential on a fixed-term leasehold site linked to the reorganisation of the former Shibuya Ward Office precinct, and built by Tokyu Construction, the tower contains around 505 homes. The combination of Shibuya’s steep terrain, the leasehold background, and the building’s height makes this one of the most topographically distinctive residential towers in central Tokyo. The walk up Koen-dori to the building’s base is the best way to experience it.
