Three minutes on foot from Shirokanedai Station, in one of central Tokyo’s most quietly prestigious residential quarters, two towers stand where a dense mix of houses, workshops, and clinics once occupied a city block. The taller of the two — Shirokane The Sky’s East Tower — was completed in December 2022 with 45 floors above ground and a height of approximately 156 meters. Together with the 19-story West Tower, the project delivers a total of 1,247 apartments, all under the Shirokane The Sky name. Design was by Azusa Sekkei; construction was by a joint venture of Obayashi Corporation and Haseko Corporation.

Behind those numbers is a process that took longer than many buildings last. Five major developers — Tokyo Tatemono, Haseko Fudosan, Sumitomo Fudosan, Nomura Real Estate, and Mitsui Fudosan Residential — worked alongside 285 rights-holders for sixteen years to reach the agreements that made this redevelopment possible. The site’s prior uses — housing, light industry, medical facilities — were varied and legally complex, and each rights-holder had to be brought along individually.

Integrating Medicine, Commerce, and Community into Height

The most notable aspect of Shirokane The Sky as a planning exercise is not its height but its continuity with what came before. Rather than displacing the medical function that occupied part of the old site, the project incorporated a successor medical facility within the new complex. Commercial uses and publicly accessible open space were woven into the lower floors and grounds, aiming to preserve the social skeleton of the neighborhood even as its density was dramatically increased.

In Minato City — already home to some of the most expensive residential real estate in the country — this project represents the upper end of scale for a residential redevelopment driven by rights-holders rather than outright land purchase. The 1,247-unit count, achieved through five developer partners and a decade and a half of negotiation, reflects how much patience and capital urban densification at this level can require.
