Seven Buildings on a Former Ministry Site

At Mita 1-chome, Minato City, close to the Keio University campus and within walking distance of Azabu-Juban, stands a residential district that replaced the prewar campus of the Ministry of Communications Simplified Insurance Bureau. The developers — Mitsui Fudosan Residential and Mitsubishi Estate Residence, working as a joint venture — named the project Mita Garden Hills. Seven buildings spread across an approximately 25,000-square-metre site, the largest condominium site in Minato City, and the complex reached completion in March 2025 with a total of 1,002 homes.

The seven buildings carry the names PARK MANSION, WEST HILL, EAST HILL, NORTH HILL, CENTRE HILL, SOUTH HILL, and VILLAS. The tallest among them rises to fourteen storeys above ground — a deliberately restrained height that keeps the complex in proportion with the established residential grain of the Mita and Azabu hillside rather than competing with the bay-front towers visible from the other side of the city. Taisei Corporation served as the general contractor.

Old Craft and New Tech: Preserving Ministry Materials

The architectural team brought together two practices from different backgrounds. Hoshino Architects, based in Tokyo, led the overall design. Hopkins Architects, based in London, contributed the facade design, making Mita Garden Hills the practice’s first completed project in Japan.

The unifying design concept is expressed as “OLD CRAFT & NEW TECH.” Materials salvaged from the former Ministry of Communications buildings were preserved and reused in the facades of the new structures, giving the streetscape a tangible link to the site’s institutional past. The approach places heritage at the surface of the architecture rather than confining it to a corner signage panel or a display case in the lobby. The interplay between crafted historical materials and the contemporary residential programme beneath them gives Mita Garden Hills a quality that distinguishes it from most large-scale urban redevelopment in central Tokyo.
