Red and White Rising from Shiba Park

Tokyo Tower stands adjacent to Shiba Park in Minato City, completing on 23 December 1958 as a self-supporting steel broadcasting tower. At 333 metres, with 16 floors above ground and two below, it surpassed the Eiffel Tower — then 312 m — to become the world’s tallest freestanding structure at the time. The design was led by structural engineer Tachū Naitō, a pioneer of earthquake-resistant architecture, working with Nikken Sekkei; Takenaka Corporation handled construction.

The exterior is painted in alternating bands of red and white, a colour scheme required by Japanese aviation law for aerial obstacle marking. That regulation, in effect, became the tower’s most recognisable visual feature. The criss-crossing truss members converging toward the 333-metre peak make the logic of structural steel visible from ground level. By day the tower stands vivid against the greenery of Shiba Park; after dark, lit up in gold or white, it is readable across Tokyo Bay.

Broadcast Consolidation and the Postwar Momentum

The practical impetus for Tokyo Tower was the consolidation of television broadcast infrastructure. After NHK and commercial networks each launched television broadcasts in 1953, individual stations erected their own antennas. To centralise transmission under a single structure, Nippon Television City Corporation was established. Hisakichi Maeda — then president of Sankei Shimbun — served as founding chairman, and construction costs are recorded at approximately ¥3 billion, though some sources cite a lower figure, with the difference attributed to varying accounting scope.

Construction took roughly 18 months, involving an estimated 220,000 workers in total. Japan stood at the threshold of its high-growth era, and the tower’s 333-metre height — exceeding the Eiffel Tower — was received as more than an engineering achievement: it became a public symbol of Japan’s postwar recovery and forward momentum. The observation deck drew large crowds from the outset and established Shiba Park as a landmark destination.

For 54 years, until Tokyo Skytree (634 m) was completed in 2012, Tokyo Tower remained the tallest structure in Japan. It continues to transmit FM radio and some television broadcast signals today, maintaining its original infrastructure function alongside its identity as a tourist attraction.
