A 36-Storey Silhouette on the Mita Hillside

At Mita 1-chome 7, Minato City — a short turn from the main gate of Keio University and three minutes on foot from Azabu-Juban Station — stands Park Court Azabu-Juban The Tower. The station below connects the Tokyo Metro Namboku Line and the Toei Oedo Line, giving the site some of the most direct access to the city centre available in this part of Tokyo. The tower was completed in 2010 through a type-two urban redevelopment project led jointly by Mitsui Fudosan Residential, Nippon Steel Urban Development, and Towa Fudosan. It stands 36 storeys and approximately 129 metres above grade. Taisei Corporation served as the general contractor; the design was led by Jun Mitsui & Associates Inc. Architects, the Tokyo practice also known as Pelli Clarke & Partners Japan.

Azabu-Juban holds a particular place in central Tokyo. The shopping street at its core retains locally rooted businesses alongside newer cafes and restaurants, and embassies, temples, and older residences line the slopes leading up toward Mita. This hillside grain — dense, narrow, low — was the dominant condition of the site before the redevelopment. A type-two scheme gathers building mass vertically, releasing floor area at street level for roads and greenery. The result, a 36-storey tower rising from the edge of the plateau, draws a clean vertical mark into a neighbourhood otherwise shaped by inclines.

A Forest in the City

The design concept is “creating a forest in the urban centre.” A low-rise annex building — the Mita Garden Wing — connects at the base of the tower and the two together enclose planted areas that run through the shared ground plane, giving the development a green perimeter despite its high-rise density. The tower’s upper portion, designed by Jun Mitsui & Associates Inc. Architects, adopts a three-layer symmetrical crown intended to give the profile a settled, enduring quality against the surrounding hills.

The locational premium here comes from the station below as much as from the architecture above. Azabu-Juban is one of the few places in central Tokyo where two unrelated subway networks — one connecting to Shiodome, Meguro, and Shinjuku; the other to Shibuya and Roppongi — intersect at a single station entrance. That convenience sits inside a neighbourhood that has kept its street-level scale, which is not a combination that redevelopment can easily manufacture anywhere else.
