Otemachi Financial City

A twin-tower complex completed in October 2012 in Otemachi, Chiyoda City, comprising the North Tower (31 floors, 153 m) and South Tower (35 floors, 176 m). The second phase of the Otemachi Chain-Type Urban Regeneration Project, it serves as a hub for financial and information-services firms directly connected to Otemachi Station.

Twin Towers in Tokyo’s Financial District

Otemachi Financial City, located in 1-chome Otemachi, Chiyoda City, is a large-scale mixed-use development anchored by two office towers. Both the North Tower and the South Tower were completed in October 2012, planned from the outset as high-grade office buildings for tenants in finance, insurance, and information services. The North Tower rises 31 floors to 153 meters; the South Tower reaches 35 floors and 176 meters. The project was led primarily by NTT Urban Development and Mitsubishi Estate.

The towers were designed under separate commissions — NTT Facilities (architecture) and Mitsubishi Jisho Sekkei (structure) for the North Tower, and Nikken Sekkei for the South Tower — yet they share a design language that emphasizes vertical lines and a common setback at the base. The ground-level plaza and atrium between the two towers creates an open pedestrian environment, and both buildings connect directly to Otemachi Station underground, making it possible to arrive from across central Tokyo without surfacing.

The Second Phase of a Chain Redevelopment

Otemachi Financial City occupies the second phase of the Otemachi Chain-Type Urban Regeneration Project — a government-backed mechanism in which the state acquires land, enables new construction, and uses the proceeds from the eventual sale to fund the next acquisition. The first phase, completed in 2009 (including the Nikkei Building, the JA Building, and the Keidanren Kaikan), had already set the template. The two Financial City towers, following in 2012, absorbed demand from financial institutions and trading companies seeking modern, large-floor office space in central Tokyo. The name “Financial City” was not incidental: from planning, the leasing strategy specifically targeted the financial sector.
