A Tower Rising Over Senba’s Merchant Quarter

The streets around Honmachi and Sakasuji-Honmachi stations in Osaka’s Chuo Ward form the heart of Senba, a district whose name has been synonymous with commerce since the Edo period. Wholesalers dealing in textiles, sundries, and apparel once lined these blocks, drawing traders from across the country. Into this fabric, City Tower Osaka Honmachi arrived in December 2021: 48 storeys above ground, one below, approximately 165 metres tall, with 855 homes. Sumitomo Fudosan developed the project, and Shimizu Corporation handled both design and construction. Seismic isolation was built into the structure from the outset — a standard choice for any tall residential tower in Osaka, a city within the projected impact zone of a future Nankai Trough earthquake.

At 855 units, the tower is large even by the standards of central Osaka’s condominium market. The combination of scale, height, and seismic specification makes it a benchmark for the kind of urban residential development Osaka has been absorbing in its former commercial core.

Senba’s Long Transformation

Senba’s wholesale networks once formed a pillar of Osaka’s economy. The district peaked during the postwar high-growth era, but from the 1990s onward, structural shifts in Japan’s distribution systems reduced the concentration of merchant firms that had defined the area. Premises changed hands, wholesale buildings were converted or demolished, and offices and condominiums began to replace trade as the dominant use of the land. The blocks between Honmachi and Andoncho — where City Tower Osaka Honmachi stands — saw this shift more sharply than most.

The tower’s completion in December 2021 planted a new landmark in the middle of that transition. Walking the streets today, a visitor encounters old wholesale-building facades and the new tower’s glass-and-concrete exterior in the same field of view — the two eras of the neighbourhood occupying the same block.
